Regional Programme Manager Western Balkans
Western Balkans – Investing in Democratic Resilience is a two-year programme funded by the Foreign, Commonwealth and Development office (FCDO) that aims to increase the transparency, accountability, inclusiveness and resilience of a number of key stakeholders across the political spectrum in the countries of the Western Balkans.
This is a new position. The Regional Programme Manager will work closely with WFD's regional team in the Western Balkans, and the country teams in the region to support the implementation of the activities within the: Western Balkans - Investing in Democratic Resilience programme.
Under the direct line management of the Deputy Regional Director for Europe and Central Asia, the Regional Program Manager will oversee day-to-day management of the regional programme activities within the project. They will be included in and provide support at all stages of the programme cycle from development and inception through to final evaluation. And will work on the implementation of all relevant regional components under the programme MoU, including activities engaging: political parties, national parliaments, independent oversight institutions, Civil Society Organisations, media, academia and other relevant stakeholders in the Western Balkans.
About YOU
The Regional Programme Manager must have a sound understanding of the political landscape in the Western Balkans countries, as well as proven ability to work with political actors from different ideological backgrounds. We are looking for an individual with proven experience working on governance and democratisation projects in some of the programme countries, regional experience will be considered an advantage.
To be considered for this role you should have the following:
• First-hand experience of designing, implementing, and managing a portfolio of programmes, and/or working in/with governmental institutions - minimum 4 years’ experience.
• In-depth political professional and sectoral knowledge of the region and the relevant countries where this position is advertised, with special focus on functioning of democratic institution and institutional resilience.
• Experience in working on regional programmes and with political stakeholders will be considered and advantage.
• Exceptional project and programme management skills
• Proposal development, contracting, procurement, grant management, donor compliance, financial management and control skills
• Experience in; risk management, proposal development, contracting, procurement, grant management, donor compliance, research/analysis, and reporting.
• Demonstrated experience and knowledge in any of the areas of democracy and good governance programmes, foreign and malign influence, democratic resilience, elections and other.
• Experience using programme management systems and tools. Intermediate level Microsoft suite skills.
• Experience organising and managing high profile and complex events.
• Senior stakeholder analysis, development, and management skills
• Excellent level of written and oral communication skills in English language. Knowledge of Serbian/Bosnian/Montenegrin, Macedonian and Albanian language will be considered an asset.
• Experience producing accurate briefing documents and communications.
• Educated to degree level in Management, Political Sciences, Law, Social Sciences, Economy, Public Administration or Communication Sciences or other relevant field (master’s degree will be considered an asset).
This position is based in Serbia candidates must have eligibility to work in Serbia.
